It may appear that the Americans could not be persuaded to sign up for the IMF reforms, yet. What appeared to be an April deadline the Russians gave America to accept the reformation of IMF (see http://orthodoxaustralia.org/2014/03/09/ukraine-who-is-behind-the-crisis), seems to have been pushed to the end of the year.
